The gpu is only relevant if it's not strong enough to render at the fps that the cpu can pump out. It can't add fps. On vanilla FO4 a 2070s will have no problem at 1080p, 1440p nor 4k. Set any "ipresentinterval" entries to 0 in the fallout4.ini and fallout4prefs.ini is a must-do. This turns off the in-game vsync which tries to limit the fps to around 60. The control panel needs to have vsync off and the fps capped at 60 unless you install mods to unlock the fps.
