CTGP Nitro is the biggest, most ambitious Mario Kart DS Rom Hack to date. Instead of replacing the existing tracks, it preserves the whole vanilla experience and adds new tracks, speedrunning quality of life improvements, online mode adjustments, new skins for characters and much more! The tracks have been submitted by various creators.CTGP Riivolution is an in-progress custom track distribution created by Emat560. It will contain almost all of CTGP Revolution, with some track changes and with max stats for every vehicle. At launch, there will not be custom in-menu graphics, music and ghosts, but they will probably be released in the future.

Pretty sure the creators are against piracy or just don't want to go through that route of developing. There's v.1.02 that can be played without a disc, but I don't think you can go online.
