Provincal is a bonus to the base trade power generated by provinces you own. Domestic is a bonus to trade power in trade nodes where you control physical territory and further boosts provincal trade power in those nodes.

There's also a trade value bonus when your merchants steer in a chain towards your home node. Generally you make more money when steering towards your home node. It's a really fun mechanic IMO. The Trade Steering one can get pretty dang good too if you have enough daisy chained but I prefer Governor's Mansion. Sacrifices money but you get a lot more manpower, 65% minimum autonomy (Expansion, Gov't Reform and this puppy) means you have a lot of manpower.
