Bolt gems are very hard to get early. There's a nice 16.5% waning gem near the beginning of Yahar'gul, so you can get that right after Rom. Saw spear is a bit overrated, but overall it has a solid moveset, good power, and perhaps most important of all: early weapon that has a crescent gem slot. Unless you feel like delving into dungeons early, your options will be limited to those that start with a crescent.
