The third person view as it stands is an in progress feature; It's only available by using debug mode. I haven't played too much with it myself, though, since i prefer first person myself. If you are in god mode , DM in the console Q to toggle on and off. Pressing ALT will change camera to third person, it is a fairly terrible view but it exists. A mod for it is your best hope atm. #2.
