We'd like to give you all an update on the current and future status of gifting.The lockpicking mini-game is basically identical to the one in Oblivion. Just pick a tumbler, press LMB until you see the tumbler wiggle a bit and stop and then it will be locked in place. The more difficult the lock, the less wiggle time you get before the pick breaks. Lockpicking is by far the slowest way to level Ledgermain.

Also says that it's automatically unlocked if you are an existing player with a history of Crown Pack purchaces or ESO plus. So if you haven't done that, then that's probably why you can't send gifts. #2. Ultimately there should be no need for a legit player to even have to go through support to unlock gifting in the first place. If the system is flagging legit accounts, it needs to be reevaluated.
