Your game.ini looks fine and from the extend of change you did i don't need to ask if you stopped the Server before he change and did a destroywilddinos after. The only reason could be that they are somehow have a different Creature ID. one possibility would be to use this mod

A couple days ago I did the command Destroywilddinos and ever since then the dinos that spawn in are not over 30. I searched all over the map and they are all levels 3,4,5,7,10,11,16,17,19,29. Weird thing because ever since I started playing I've only seen levels in increments of 5.0. I run a 3x2, one of our maps I performed a DestroyWildDinos on, now they are not respawning. It has been hours since I fired off this command and there are currently only 300 NPCs on the map, the other working parts of the grid have about 9700 NPCs each. Ive restarted it multiple times, have even...Empty caves are no fun! I'm playing single-player and all my caves are empty with no creatures. This really sucks. I've seen other folks reporting the same issue for like six months but I don't see any suggestions how to fix it (I tried admincheat destroywilddinos which didn't help).
