How are you so sure archive invalidation is not working? Some texture packs like NMC are rather subtle. So it's hard to say whether the updates textures were applied or not without a before and after screenshot. For everyone having trouble with archive invalidation and the new patch here's how to get things working. Rename your the fake BSA to - "Fallout - ArchiveInvalidation.bsa".
