Crowley Lake is considered one of the best stillwater trout fisheries in the country, and for good reason. Ever since the lake was created in 1941 it has provided ideal habitat to grow large trout. LOWER OTAY RESERVOIR – There have been reports of a good reaction bite in the mornings for anglers using jerkbaits or small swimbaits like a keitech. Once the sun hits the water, the bass have been moving out to the 10 to 20 foot zone, or into the tules.
