It's really expensive and districts need strategic resources to maintaince.Relic worlds don't appear in random systems. Any that you find are from special solar systems that are set to spawn with a relic world. You just need to get lucky and have more of those systems spawn at the start of the game, and there's only a limited number of them in vanilla. edit: as for making them appear more often, you could mod in ...
