Edit2: Flashed to 4.9.8.501 and they're both back to life! I had a similar issue, but it sounds like you might have already tried what fixed me. Rather than removing the cameras, I just re-added one of them (reboot with setup button pressed, scan qr code, add cam). Re-adding one fixed then all somehow.
